97 Integra GS alarm reset

Is there a way to reset the brain part of my alarm? I cannot get this beast into programming mode. I have a OEM Honda alarm. It was working until I accidentally plugged the brain back in without disconnecting the neg battery first. Things tried: Unplugged the battery for 1 solid hr. Went through the programming procedures many many times. I have a new remote with a new battery. Something has happened to the brain,fuse?

Any ideas?

GS=goes slow
(steps 1-11 must be completed within 5 seconds)
1.turn the key to the on position.
2.press lock or unlock button on the remote.
3.turn key off.
4.turn key to on position.
5.press lock or unlock button
6.turn key off
7.turn key on
8.press lock or unlock
9.turn key off
10.turn key on.
11.press the lock or unlock button on the remote the power door locks cycle to indicate programing mode
the status LED lights up simultaneously for 1 second. to terminate programing mode at this point either turn key to off position or leave the remote untouched for 10 seconds.

Resolved at last.
it was a 3 amp in-line fuse. Replaced/fixed
