96 ls rocker arms placement

i'm rebuilding my engine and when i was clean the bottom of my head and a few rocker arms fell off and i cant figer out the placement. can anyone help on what i should do? i heard i sould use emmery cloth by someone but i dont know if that works. does anyone have any idea how these number on rocker arms suppose to mean to where there are place in the head?

mine is lil differnt. my rocker arms flow freely and ther no middle piece in between them

the rocker arms just sit on the pivot bolt (ball socket)

and you said a few fell out... so others are still there, why not place them in the same orientation.
