65MM Throttle Body Issue

I was wondering why my DA kept idling too high so i figured it had something to do with the throttle body. When i took the cold air intake off i notice the previous owner had plugged one of the holes on the wall of the inside of the throttle body so i removed the plug (electric tape) and started the car and it was idling even higher as if too much air was being allowed to enter the intake. Im not sure how to fix this issue so anyone's expertise would be appreciated. Thanks. Im sorry its actually a 68mm

Also there is no throttle body gasket present. Maybe thats the problem. and ive done more research on the throttle body itself and i believe its off of a civic type r but im not sure and I dont know what gasket to search for since i dont know that.

looks like one of the coolant nipples off the Fast Idle Thermo Valve has been broken off. Thats probly why the previous owner plugged the other one. He would have had to bypass the hoses from the IACV straight to the IM/Cylinder head port.

The FITM has a wax ball inside with a valve that releases as the wax heats up. It controls cold start Idle. Not having a TB gasket is where i would start though. If a gasket isn't present it will definetly leak and the engine will have a irratic idle and most likely poor drivabilty. I would just get a TB gasket for any 1992-2000 Civic or 1994-2001 Integra and shave any part of the gasket that overlaps the inner bore.
