32 Btdc

This has been in the motor drive train for a couple days now with no response.
We bought this 93 Integra GS sedan. The preveous owner had a new head installed then sat for almost two years.
Everything seems ok with the engine but went to get it smoged and he said it's running 32btdc.
The distributor is all the way clockwise so we can't retard it anymore.
He suggested the timing belt was in wrong.
We tried to time it again with the jumper wire in, but didn't make a difference.
If I take the valve cover off to check the cam timing will it need a new gasket?
Anybody familiar with this issue?
Thank you..

The valve cover gasket ought to be fine to reuse. Just be sure not to rip it lifting up the cover, sometimes it sticks in the groove. But since it was just taken off two years ago, it shouldn't be that bedded in and sticking too bad, probably don't need to worry about that but be careful.

The engine seems to run pretty well to have the valve timing wrong.
Does anyone agree on the timing belt being off.
Or could it be in the distributor?

the cams were not lined up. We were able to loosen it enough w/t tensioner to line them up.
Adjusted the valve lash, new gasket, buttoned er up, put the timming light on,lined up the red line,
and everythings fine...
