2000 GSR Catalytic Converter replacement

My '00 GSR has thrown a P0420 code & CEL. I'm told it's my cat that needs replacing. I have a 4-2-1 DC Sports header (ahc6511) on it. I've read that going to 2.25" exhaust will free up some power. Should I go with a 2.25" catalytic converter? When I change the cat, I will be getting a Greddy Evo2 2.25" cat-back also. I live in California, and have only been able to find 2" cats that are "legal" in CA. I need to pass SMOG, but think as long as I have a cat on and can pass the sniffer test, a CARB is not required. My stock cat is 17.5" in length with one O2 sensor hole. I want a direct fit that I can install myself or have flanges welded on to a universal.

I am not sure what my best options are:
go w/ 2" Magnaflow Cat(46550) & then a Greddy Evo2 2.25" cat-back or...
get a Type R cat(which I think is 2.25") Magnaflow 46551 or...
get a universal 2.25" & have flanges welded on ( all universals are shorter than 17.5"...not sure how to make up for the length or...
something else I haven't though of...I'm a noob, so I'm sure there is! I'd really appreciate any help with this. I've researched and read the forums, but seam to just get more confused...please straight me out! TYVM

ok first of all you like me live in california and you MUST have a CARB LEGAL cat it MUST have carb number stamped right on it or you will fail
they will check due to other modds (red flag)

i know this because i am a certified smog tech
