Best route for horsepower

Whats up club. I just recently purchased a 91 Integra (pics coming soon) completely gutted out for weight reduction, b18a1 with b16 tranny 2 1/2 exhaust and a few other mods for only $750. I know the current motor gets only about 130hp stock but my question is what would be the best route (swap, rebuild etc.) for me to achieve around 250hp? Your help will be greatly appreciated.

If you want 250hp, you're going to need to go turbo.

Turbo your ls and you will see 250 whp or get ready to do some major headwork and get some big dawg (brand name) cams and higher compression pistons and you may, just maybe reach 250 whp all motor.
