The "axle back" refers to the exhaust piping that goes from the axle, back. Its essentially your muffler. Yes, you can remove it, but all that will happen is an increase in sound but in a negative way.
Don't be a ricer. Spend some money and get a quality exhaust, and help out your motor instead of just making it louder.

It is louder, but it honestly doesn't sound bad, I like it. An exhaust system is essentially made up of piping, a resonator (usually), and a muffler. You do not have to spend something like $500 on a Tanabe, RSR, or HKS exhaust system because all exhaust systems are essentially the same. What makes a quality exhaust system better than a "cheap" exhaust system are the following things: weld quality, metal quality, resonator design, and muffler noise dampening material quality. Don't listen to people telling you that the JDM stuff is the best out there, do the research yourself. It's sad to see that people automatically assume that if something is JDM, than it is superior to everything else.

He could just as easily get a magnaflow exhaust. I have a Mugen twin loop and a Tanabe SMH. I didnt buy them because they were "JDM," but instead because of the flow they have and the sound the provide.
