Catalytic Converter -NOT READY
O2 Sensors- NOT READY
Evap System- NOT READY

I bought a OEM Muffler to replace the old one to keep it stock because my old one was rusted out
I live in MD so i drove it 150+ Miles to NJ to get it inspected and the lady says the same thing as last time drive it 150 more miles......I don't get how my ECU won't reset...i drive it so much and still nothing.......

Is there something wrong with my ECU?

Was the Ecu reset recently? Whats not stock about your Integra?
Stop paying to get the same reading each time.
go buy yourself a good OBD2 scanner or have the dopes at Autozone read it for free.

My battery was replaced when i first purchased the car, but the Ecu was not reset to my knowledge...

What year is it? Any check engine lights?

Can you get under your car and inspect the catalytic converter and both O2 sensors? Maybe your cat is bad or has been hallowed out.

Does the check engine light come on when the key is ON, but the car is off? Meaning put the key in and turn the power on 2 clicks. Does the CEL light up on the dash for a little bit then turn off? (This is to make sure it has a bulb)

Yeah I'm thinking there is some funny business going on too. The computer is clearly OBD2 or it wouldn't scan at all. Which means he cant be chipped/retuned. The other explanation would be the equipment in question is faulty but this should generate a check engine light. The only remaining possibility is the CEL bulb is removed OR the O2 sensors are using a defouler to mask a test pipe.

It should only take 1 full drive cycle to set the emission monitors. And I suspect you've had dozens.
I wonder if hes losing power to the ECU when the engine is off, causing it to reset everytime.

I was wondering that too. Check the battery terminals to see if they are loose or have corrosion on them.

Cel is on when I put the key in
I'm about to check the terminals
But It must be the ecu but I don't even know how to approach that...I know where it is and all but as far as fixing goes I'm not sure what I should do. I'll let you know if I find anything odd going on with the battery

Its not the Ecu. Ecu's dont half work. They dont run the engine perfectly fine but not set the emission monitors. Its either all or nothing.

Has your car been owned by a ricer before?

Just out of curiosity what your ecu id code?
No its stock, but whoever owned it previously messed up the radio wiring.....it had exposed wires that were supposed to connect to the radio itself
