I'm not sure if he's part of security or law enforcement, but if he wasn't part of the law enforcement division, he'd be hard pressed with all the gear he has on him. All I've got is a flashlight.
He does say to one of them that he can arrest him, as he's dangling his handcuffs at him (note: they aren't pink ones either).
However there are laws (at least for California), that a person(s) or business who hires an armed guard, all the legal stuff doesn't quite apply, depending on what this guard is doing for the owner of said business.
Basically, just know what your employer wants you to do.
I also want to note that this guy in the video is always staying inside the mall, rarely going outside. When he tased that woman in the other video, she was technically in the mall, then she fell down out of the place, haha.
All of these things is why he has a camera, for documentation..

I do bottom out on railroads, dip or pot holes. It's my dd so the car suffers lol. My shock tower has a dent and paint chip but its not as bad as I've seen for others. If you want I'll take a picture tonight.

I think he's hired security, in which case he's doing his job and keeping that shit out of the mall. The dumb bitch was asked how many times to leave? Instead of just simply leaving, she had to go and stereotype herself and come out swinging.
